Soft baned? Able to loot pokestop, but can't catch pokemon

This afternoon, the log suddenly stopped working with a log:"Restricted response from game server. Please try again in 12 hours." , then I used my phone to log into the game and found that I am still able to loot the pokestop around me, but while trying to catch pokemon, the frist pokemon will run away after 2 shakes, then every pokemon will flee after one.

Happened with me to. I received the same menssage. This ban gone after few hours. I am lvl 30. But I started use bot at lvl 26. The others lvls was played with BlueStacks.
