I used HB for combat routines in BGs/Arenas.

I didn't understand.

So from now on, no more combat routines allowed on BGS/Arenas?

Combat Routines will no longer work in Arenas on the next (post-.787) Honorbuddy drop. They will still work in Battlegrounds, for now.
