Skill/Attack Delay?

I'm currently trying to bring some of the cyclone combat routines to perfection since cyclone is my main skill. I'm not a nooby programmer etc. but I thought I'd ask here since I noticed those strange timings between the skill "casts". Is there a way to overload any function for attacking using a skill since I'm currently pretty fucked using the normal cyclone routines, I want' them to be more performant without those millisecond-stucks between the skill-usage.
