Simple Question. What does it mean by "Always kill elites below % health"?

My poor grammar always confuses me a lot...

So What does it mean by "Always kill elites below % health" in the Combat--Misc settings?

Does it mean Always kill elites (WHEN YOUR HEALTH IS) below % health? Or Always kill elites (WHEN THE ELITES' HEALTH BARS ARE) below % health?

Or let's make this question easier...

If I would like to kill all the elites I encounter in the Rift/Grift, should I set this option to 100% or 0%?

just dont mess with it , it will kill elites on default

I find that when I use the default setting, it sometimes skips elites for no reason, although not very frequently.

But when I set it to 100%, it works well then.

I was hoping you could pair this with the 'Ignore Elites' checkbox to prevent the bot from killing elites when there is low density. For GR ~60 on my WD clear times are faster when I ignore elites, but sometimes when I'm watching I see the bot run away from a lone survivor champ at 10% hp.
