Shaman will not cast blood lust??

So I have the setting in HB set to true but he is just not casting it at all from lvl 30 to 100 not once that I have seen..Is there another place I need to be looking?

I don't have the solution to your problem, but I can tell you my shaman would always cast Feral Spirit even when I turned it off in Class settings.
