Shaman Rotation and Wrong Mount Help!

I am currently leveling a Shaman and I noticed its set to use Earth Shock over Flame Shock first, was wondering is there a way to change that?

Also I have in Settings the mount I want to have him to use, but he just goes through all of my mounts. Not a huge problem just curious why it isn't picking the mount I have set.
