Shaman not pressing hero power with Doom Sayer on board

I guess you are using my files? But it doesn't matter here.
Pressing hero power would add +1 minion that dies on the oponnents turn. That would discount Solemn Vigil by +1. Not playing anything and not using the heropower is the correct play if you aren't able to kill the Doomsayer. In my opinion, giving him cheaper carddraw has more value then -1 mana on a possible Thing from Below.
