Settings Menus

Ok i downloaded net framework 4, repaired it, and ran windows updates (there were a few framework security updates available) Still did not fix it. Out of the last 5 releases I have had this same problem with 3 of them. It makes it hard to do anything productive as the menus aren't available leaving me with only the default settings.
