Scratching my head on th is one.

Okay I made a toon that mines and skins. My profiles are gb2 mostly. I log into HB. Set it to gatherbuddy, set the perimeters in settings and tools to skin, loot, mine and kill mobs then go into the Bot configuration to make sure it's set right to mine since I'm using a gb2 mining profile.
Atm it's all ground farming for this toon still. In any case, it'll go to the node and kill stuff going to the node but won't skin that skinable mob. Yes, my skinning is high enough to skin it. Yes, I have a skinning blade in my bag.

So is it that HB won't skin if you're running GB2? Do I need to instead load grind bot instead of gather buddy to make it do both mine and skin?

Yes, Gatherbuddy2 will not skin. you need to use Grind Bot or Quest Bot for skinning.

gb2 has a 'loot mobs' function - is this disabled?

kick GB will not skin... I went through this issue a couple months back... it will loot the mob and fly off to goto the next mining node... Only way HB skins is if you are grinding or questing...

If they could code into GB to check if a mob is skinable and it perform it that would be sexy but it hasn't for at least the past 7 months...

BTW I would be a happy panda if they could make this work...

It should mine and skin if it kills a mob that it can skin while mining. I dont see why it cant. not liking that at all. I leveled mining and skinning for that reason alone only to find this post with an upsetting result.
