Routine not appearing in list despite being streamed

I'm trying to use KittyDru's Legion Routine but it is not showing up as a selectable routine when HB3 starts. The logs say that the routine was streamed but when the RoutineManager loads it doesn't offer it as a choice. I've tried deleting my Bossland cache in AppData with no luck.
