Rogue - Singular Help

I'm trying to farm elites for my barn, and watching my rogue try to farm one of them, I noticed Singular wont use kidney shot. I browsed through the class config but didn't see anything related to stuns, only recuperate options.

Did I miss something, am I able to have Singular use kidney shot on cooldown with 5 combo points?
