REQUEST: Restart HB after x min if bot doesn't gain exp

Hi guys
I've been using HB for a week and I got a lot of problem like blacklist vendor, stop after loot and such. And most of the case, after I stop then start HB again, it work again. Of course I've posted a lot of post about bug or anything that I encounter and got answer for it. But anyway I still wanna ask if any of you can help me make a plugin for this so I can save my time and also devs time.
All I need is a plugin that can press stop HB after an amount of time that my toon cant gain any exp or inactivity. Then after a delay, press start again. Or maybe if possible, I want to completely close HB then open it again.
Since I know nothing about coding and such, I thank you immensely if you could help me make this plugin. I believe this can help a lot of people who having this problem like me.

i cant really understand why youy want it to start and stop ?

your toon wil always gain XP if it does a quest or grind,

you can set HB on Do nothing and all it does is jump now and then

@primo: well actually I don't do grind for safety reason
secondly if it always gain xp instead of stuck, stand there-do nothing (which mostly happen after it talk to NPC for repair, train skills and even turn in some quest) when it doing quest, I'll never come out with that idea.
and as I mentioned above, restarting HB fixed like 70% of my problems therefore I think I need a plugin with that function
