[Request] Guild Creator Plugin

I saw there was a guild creator plugin already (eGuild Creator) but apparently it doesn't work any more. Is someone able to get it working again or create a new one?

funny thing, i was about to request this myself yesterday once i realized updating it myself was hopeless since my programming skills are pretty basic and currently limited to java. But then i realized you only need 4 signatures now so i did it manually.
