Nobody can answer to this question exept people working for Blizzard in the dedicated department. Btw, using badboy to spam messages and block people who are not in your friendlist is very bottish. Only botters do this (blocking level < 85 messages). Botting is everything but safe. Moreover, stop botting (this means changing your gaming habits aka you were botting 4h per day everyday then you suddenly stopped) after someone reported you is very very strange and is like admitting you are using a bot.
Keep botting "wisely": don't undercut people all the time, dont spam the AH, if you see someone in the same zone all the time, bot in an other zone. In other words: don't make other people angry. If you don't annoy other people, theres no reason for them to report you but even if you play like this someone will always report you but one, two, six report won't lead to a ban.
About these level 1 whispers there are 2 options:
-The same person is creating different level 1 chars and is trying to scare you (he is probably using a bot or else he would have /w you with his level 85). In every cases he didn't report you: who would report someone for botting then creating a level 1 char ? This makes no sense.
-Chinese bot trying to find new customers.
In the end these whispers will never come from different "legit" players. Chinese gold seller or botters.
Probably not reported so, keep farming for MoP
