[Release] TankLeader v1.0.371.69

This is mainly a maintenance release to update the Russian locale for TankLeader, which was in all honesty pretty abysmal.

It also includes a change which addresses some stability issues our users have been encountered, but it may not correct all the WoT game client crashes. We're still investigating that, and for the sole reason it's so random to replicate, it's going to take a bit longer.

This is for World of Tanks 0.7.2 #12, which is the current version in Europe and North America. We'll pass an update that works with 0.7.3 once we get our hands on it.
