I'd really like a new version that actually... works for gathering. Guild vault etc is really a secondary concern

You mean an admin (user on the computer)? I am admin. It's happened on two computers now.

Because of UAC right click and execute as administrator, even if your account is admin doesn't matter.
You can go properties and make it execute as administrator always , the gatherbuddy executable.
