Looks like you failed to extract the bot properly. Try again into a clean folder.

Probably running the executable without extracting at all, while zipped, thus you're running from a temp directory (I do believe that's how that works..) And you will of course, only have the RB executable if this is the case, resulting in missing other important files required for RB to run.
