Depends on your class and if your CC will use it, but usually a stat booster.

When leveling a priest, wands are amazing. Atleast in low levels

For the lower levels it's a must have.

Level a priest with a wand that is used by the CC is a mana saver (less downtime, more XP/H).
Few dots, and then wand to death, refresh dots when needed.
