Quiver with fear of looting quivers?

I guess this is an issue with other items as well so feel free to ignore/delete this.

So I'm using my own custom rules that I'll attach bellow.

It should loot:
magic1+, Flawless square, tomes, plans, designs.

However, it appears as though often quivers are not looted off the ground. I don't know why, my logs don't show anything as a fail pickup they are simple ignored. If there is something in my rules that I am missing please let me know.

On a side note: Do quivers and shields count as armor for DB or should I have custom rules for the different offhands?

edit: Trying again to see if I can get some logs for this but previous attempts have proved fruitless.

This probably doesn't answer your question completely but I use just pickup all and keep all rares and legendary and have gotten the legendary dead mans quiver and a few rare quivers.
