anyone sees the error in this profil?

I have tried to write a quest profil for the daily angler quest but i don't had success.
Well today there were only normal "kill" and "collect" quest so I tried to make a Quest Profil for it
but my profil didn't work (my toon did nothing instead of flying around)
maybe someone sees my mistake (profil attached) and can help me
