Questions about changing rotation, setting up built in plugins

Hello buddies. I am a new user of about one week with some questions about changing the rotation my paladin uses and putting some of the built in plugins into motion, such as Autoequip and Talented. I've read through all of the files but I'm still unsure as to what values I should be changing.

On rotation: I would like for my paladin to NEVER, EVER use Consecrate while leveling as ret. It's a mana hog, and my bot spends as much time drinking as he does fighting! He will always reapply Seal of Truth when I would really like for it to run Seal of Insight for mana's sake. If I could gain the efficiency of not having to drink after every single pull (literally, every pull, and sometimes all of this causes the bot to go OOM mid fight and just kind of stand there like a stick in the mud) then I'm sure I could grind out times more experience. I have no idea what settings file these attributes would be located in. Would someone be able to point it out, maybe with an example from the code?

My next issue is on Autoequip, in that I also can't get it working :p. Again, not sure what I should be editing to cause it to (1) work at all, (2) gear my ret paladin appropriately so that my bot isn't constantly selling entire bags full of gear that he should be wearing!

Same goes for Talented. Not sure what I'm doing. Any help at all is appreciated.
