Question regarding movement, attack distance, etc. with Rogue in PVP

Hey guys... I'm wondering how I can improve my rogue's performance in PVP. Now, this is one of those topics where I don't understand what controls the distance between my rogue and the target, and whether that's the CC's job, or HB itself. I ask because it seems that when my rogue is running after the target, he'll pause multiple times, which perpetually prevents him from ever catching up (even with Sprint on). It's as if he'll say "OK, I'm in range, stop and attack" instead of just continuing to run to maintain that distance with a moving target. Is there a way I can compensate somehow for this, or is this something hard-coded into HB and/or the CC? I hope I've sufficiently explained my issue, but if not please advise me so I can be more specific.
