Question On Item Rules, Should Be an Easy Answer

On lines like this: <Rule quality="Magic1" stat="level" minValue="60" /> and this <Rule quality="Magic1" stat="level" minValue="59" />

Are those the Ilvl or the Req. Level??

I have it set to salvage all blues minValue=60 and all jewelery min value=59 but im noticing that I have lots of hell level mats still in my stats when I check on the bot

inferno mats are off ilvl61+
with some luck u can get this off ilvl60
