Depending if you create the new account on the same battle-net account, or if you create a new battle-net account.
If you create the new wow-account on the exisiting battle-net account, you wont get to make a new SQA.
If you create a new battle-net account, then you will be able to do it.
I actually just got back one of my old accounts, and I used the account recovery.. and then I did an unauthorized account transfer form and they're telling me theres no signs of abuse and wont reverse the character transfers/faction changes on the main toons on the account.. so no they wont always undo transfers.. i would assume that would apply the same way to cross account xfer.
It's not always as easy as a phone call and a form. If they investigate your claim and see that both accounts have never been accessed from more than one IP address or from any IP addresses well outside a given area they are gonna know you're lying. If the IP logs show that the new account was accessed on the other side of the country or continent they tend to believe you a little more. They try to work with their customers, but they are not new to the ways of scammers.
