[Questing] *Singular* no counterattacks

So I have been watching my hunter doing questing using singular CR and noticed that if a mob attacks me my character puts my pet on them but doesn't attack them and its weird. I have done like 11 90's and this is my first character to have this problem. I didn't know if it's a wow setting or a singular problem i turned all the targeting systems on in the settings.
