Quest Settings For Low Level Quests

I was making a profile to do the Wintersaber Trainers Quests on my level 80 character. I have the quests added tot he ForceQuestList and my Quest Settings I have tried a ton of different things and bot will not pickup the quests. I have tried Min 80,99,100 and Max 10,80,99,100 as well just to see if I could get it to do anything. Am I setting the wrong values or doing something wrong?

The the quests the repeatable ones? Because im pretty sure they wont get picked up atm; and its by design bot through your settings.
