PVP Target Mounted Players Not Working

This option under the PVP tab is currently not working for me on every account I try it on. I am running in AV and have moved the target range all the way up to 80 yards and I watch the bot riding side by side with enemy mounted players. As soon as they dismount I target them and works normally.

Ive also noticed this. I thought it was just a CC rogue error, but noticed it on my Shaman and DK over the past day or two.
