I have seen people glitching like all over the place like they are lagging hard and its very hard to hit them, and also rogues that run around you in a cirlce or completly just stay on your back, and its imposable to move away from them they stay on you back no matter what you do is there a addon or CC or profile that does this ?

Sounds more like your ping rate is massive and you are lagging like crazy as the idea that an entire BG full of people are hacking sounds far too odd.
Also no logs either so not sure what help you expect.

Idk if they all are, I never see it that often. I've seen feral druids do that, basically teleportal to locations nearby, either by lag, or hacks.

I doubt that its my IP, my ping is like 11 ms and i have high speed cable, and get 22mbps down and 2mbps up

There was a program I saw that fakes out blizzard to what your connection is and makes wow try speed up your connection by telling the program you are connecting at a very low speed, forgot the name of it. Anyone know?

Also if there was a movement profile or CC would it be possible to keep your toon behind there's 100% of the time?
