Niantic has a softban system in place that keeps you from moving around too fast mostly to combat GPS spoofers. This takes place when you move extreme distances.
If ALL pokemon are fleeing you and you are looting a pokestop over and over with no loot then you need to allow your bot to loot the same spot 20-30 times until it gains loot from that stop. This will reset the softban and allow you to catch pokemon and loot stops again.
