Prowl Mode acting like Auto when it's set to Always

If I have it set to "Always Prowl: True" and "Prowl Mode: Always" shouldn't the feral druid be stealthed as long as it's out of combat. It's only using prowl right before it attacks a mob not while moving around.

I want to try and use myriad leveling without being reported for having 4 characters stacked in one spot. I figure if they are all hidden I will be able to be do so safely. For my farm I have to level a lot of characters quickly and safely.
