Processor Selection in Regards to IOMMU(Vt-d/Vi)/L3 Cache/Core/Clock

I was wondering if I could have some knowledgeable people weigh in on CPU processor selection in regards to IOMMU (Vt-d/Vi), clock comparison, # of cores/threads and L3(/L4) cache size comparisons. I have been scouring several comparison benchmark websites so far and I ended up selecting a E5-2609 v2 for my farm. However, I am unsure if I should wait for the Skylake E5's to roll out next year or if I should consider a i7-5930K or a E5-1650 v3. Overall trouble is weighing L3 Cache/Bus vs clock on Xeon compared to a typical i7.

I'm looking for a price ~650 USD (combined in cases with dual CPU). Settled on ddr3 with low cas lat and timings because I honestly don't see the point in going with ddr4 because most of them have really dirty cas.
