problem with health not regenerating

so since it's still happening, i was noticing my mage averaging low health earlier, come to find out he wasn't eating. thuought might have been the cc, then a faulty install, then possibly plugins. i've restarted hb numerous times, adjusted and enabled/disabled plugins swapped cc's nothing seems to work. attached log from latest attempt, started out with lowered health as i had jumped off a cliff so i wouldnt have to wait as long to get to the problem point.
