He is not attacking the Ebon Slavehunter , already the Dragonmaw Whelpstealer he attacks normally.

Use MobIds not Factions, also why are the avoid mobs the mobs you want to fight?

Also google translate leaves much to be desired so I'm unsure whether you want to attack your avoid mobs or actually avoid them. I'm assuming attack because they drop the whelpling so... get rid of them from avoid lol.

<Factions> attacks certain mobs. Replace <Factions> with <MobIds> instead, like this:
