Pretty low EXP/HR - Any tips?

Been placing my bot in Santa Monica Pier, Run Between Pokestops, Jogging Speed (10.8km/h), Stay within 1000m, everything checked including Stay Near a Lured Pokestop, but I am only getting around 8k-10k exp/hr?

Any tips on my settings and or location for somewhere closer to the 20-25k exp/hr I've seen people posting?

Do it slow and steady not fast but deadly. My bot exp right now is 5-7k /hr

8k-10k is great, lvl up too fast, die instant, take it slow
