Possible to have a wizard farm act3 efficiently?

EFFICIENTLY being the key word.
Not one thats going to die every elite pack.
Or would I be better off to make a barb for 30 mil that dies once per run and can farm all of a3?

You're definitely better off making a barb in my opinoin.
CM Wizards are doable but very expensive and I think that barbs with the same amount of gear will kill stuff faster anyways. I've heard of people running arcane torrent builds but I've never had any luck with those and they require a minimum of 100k dps to work I think.
My wizard is running with 70k dps, 40k health, 1.1-1.2k AR, 6.5k armor, and 49% crit chance, with approximately 2 deaths per hour although she definitely chops the mobs up pretty fast.

yeah my wizard gear cost around 100m total, and my 20-25m barbs run it with 1-2 deaths an hour compared to the wizards 5-6. totally not worth it in my opinion. get a barb or monk.

I think this is of no issue if we go to the most common selections u would be ok, as unfair as it is barb/monk takes less dmg compare to paper weights ie: DH/WIzzies and etc.. Since if u go with wizzie (CM build ), DH (tanks) etc,, you will have to spend alot more on their equips since their defense are no that fancy compare to the 2 most common tankers.

Edit: i play the under achievers more since theyre quite fun to see in action, though as i said and warned u it'll COST U ALOT!! No matter what especially if u throw some other popular stat choices the prices goes up++ as well, farming a3 u need these things to think about as well,
