Pokemon spawn rarely

Hi,

since build .90 pokemons spawning rate is lower compared to build .89.

I have ticked the option "download pokemon in your area". Is this the reason why it should work like before? Maybe the download doesnt work so it doesnt spawn anything or in a low frequency.

By turning this off will I see more pokemons?
