pokemon not loading correctly?

Before the most recent patch it would load pokemon in a much larger radius but now it seems to load only a few that disappear and reappear and the rest of the time its just going between pokestops searching for pokemon.

With the new option on and off it doesnt make a difference. (Load all pokemon in area experimental feature.)

Is this intended or a bug?

Idk. I just know that the bot will keep walking to a pokestop even though a pokemon "flashes" visible for a second or two. It just ignores it. And, why does the pokemon icon only last a second or two? I don't get it. The entire thing is just not well thought through, we just have to wait a long time for them to work out all the bugs I guess.
