PokeFarmer does not start

i just downloaded the PokeFarmer bot and it wont start. I get the following system Error:

The programm coundt start, due to api-ms-win-crt-runtime-l1-1-0.dll is missing on your computer. Reinstall the programm to fix the problem.

Does anyone know what i can do to fix it?

but i dont even have tis file on my computer. i am actually updating windows but i dont think it will fix it. i guess some files are missing but what should i reinstall? i cant even start the exe.
