Plugin to use wow 8th anniversary package?

As the title say, does anyone have or can make a plugin for:
Celebration Package - Item - World of Warcraft
Have it check for the buff, if not found use the item?

It gives 8% Rep and Xp increase for kills only. It also increases your xp from gathering also.

I need a plugin like this, but instead of using wow anniversary sh*t, it will just spam key 1 macro. for like 15-15 seconds
