Plugin Settings

How would I go about using this feature?
Is there a plug in with a settings feature used. I learn better with a visual.

There is no "feature" per say - you have to create your own settings storing. Most of my plugins use some sort of settings storage - best one to check would be eTrain if you can find where it is... eStat only loads settings.
