Plugin Guide?

Hello, im looking for a "How To write a plugin" just need some refeerence.

Wiki has nothing on this subject, the forum dosent seem to have (from my searching )
and i am at a lost here.

Get visual studio as described.
Then add references.

Start a new project and add someone else's plugin to get you started.
That's how I learned.
I just google what I dont know.
Never looked at a single programming book.
Learned on the fly, and VB makes it 1000000000x easier.

Windows form is the GUI element that was used in Windows 98 and has been developed on for some time.
WPF is the new standard and has some other useful metodes i would like to use.

You can use WPF but because no dlls are allowed it needs to be written entirely in procedural code (no xaml)

Well my first idea was to make what panda was making, but i dont like to make a replica of anothers idea
I might figure something else out.
