Is there any plugins that detects if and innkeeper is neaby and buys x amounts of food/drinks for the appropiate level.

It in bot settings under advanced options there is a slider for how much food/drink you want to purchase. The bot does the rest :)
 
You gotta scroll down after enabling advanced settings, took me a while to find it :)
