pickup only rare?

i tried to modify the loot rules xml and apparently i cant make it to pickup only rare and dont pick up blues...i always see this

        <StatRules>
          <Rule quality="Magic1" />
        </StatRules>
      </ItemRule>

this is basically pickup blue item? but i remove this makes my loot rule dint pickup blue and rare as well...my target is to get only legendary, set item and rare item...i wont pickup any blues to salvage or sell...any help?
