PF refuses to launch

I've done the Buddy update installer kill a virgin praise Cthulhu stuff, uninstalled and reinstalled everything C++, made exceptions in AVG and Windows Firewall, etc etc etc. The only way I can get it to launch SOMETIMES is by completely restarting my PC, which is fucking retarded.

P.S.

There are no logs to attach, it doesn't even get so far as creating the log folder.

Nope. I updated my GPU drivers (even though it doesn't use the dedicated GPU), ran several Windows updates, etc. Still nothing.

No dice. Uninstalled, rebooted, made exception in Windows Defender, still nothing.
