paypal declined

I payed with paypal and my money was in my paypal balance so it had nothing to do with my bank/ credit card, it was declined i tried though 2 paypal accounts both declined. I have bought some trials from both using the paypal balance but now its not working its not from my paypal i know that 1000000% . the help center isnt repsonding so i decided to post on the thread
