Overlays not working after HB update

None of my overlays are working after latest HB update. Not the BuddyControlPanel or any CR specific overlays that I like to use.

Here is what I've done so far:
1. Fresh install of HB
2. Added that new folder to AV exclusions list
3. Disabled all streaming from the buddystore
4. Running game in dx9

Did you not enable it? Or is it giving you the BuddyControlPanel could not be enabled because of .................?

So weird, because it's checked when I pull up Plugins in HB...hrmmm
 
And it's broken again. :(
I did a fresh install and deleted the Caches from you post above...problem still there.

I disabled everything from the buddy store and ran it with singular...buddycontrolpanel is checked in my plugins screen, but it doesn't show up in game.
