[OT] Which magikarp I should evolve?

Hi guys,
I have 2 Magikarp with these stats:
CP:138, IV: 91, LVL: 23, STP: 3000
CP:129, IV: 71, LVL: 25, STP: 3500

I'm a bit confuse, because the first has a higher IV, and the second has a higher LVL.
Which one I should evolve?

It has a lower level because iv is that good

they are only 2 levels apart, 4 power ups which is not really that much.

but 20% IV difference is a lot and you will benefit from it in the long run.

just look at the attach picture and compare evolved gyarados, one with 91%, the other 78%, (not 71% like yours) powered up to the same level (at higher level), Do I need to convince you more?

It doesn't matter as long as you don't get twister move set after u evolve it
