Optimal Settings for these PC specs?

Just want to know if anyone has an optimal setup for these PC specs. By "optimal" I mean for WoW to be set on. I know HB doesn't really have any type of option that would be changed based on PC specs like WoW does. I use the "suggested" settings given by WoW itself and I noticed a lot of skipping, low FPS, and tons of lag. What I've been doing lately is lowering everything to 'Low' and then changing 'Particle Density' to Ultra and changing 'View Distance' to Ultra. It works decently, but I'd like to see and hear a little more out of WoW.
