I'm not sure why oldroutine doesn't share / obide by the same loot stashing logic as the Quest bot. Right now, running the oldroutine / grind bot it just throws everything into the first available slots. Is this by design or is there a fix for it?

I think he meant OldGrindBot, and it's because OGB is the legacy bot that existed before MB/QB, and doesn't use the same code base.
OGB is going away for the 3.0 update though, but a lot of people currently have code and work based on it, so we can't just remove it, as then we'd not have a simple grind bot as well.
