Not auto attacking when targeting

I can't seem to figure out how to make my character not attack every mob I have targeted. Aka: I am targeting a mob on my shaman to hex in raid bot. I click on the target the bot drops totems and attacks the mob.

What do I have to do to make it do nothing until I attack?

Honestly I have no idea, is there a way to tell?

If I had to guess it would be DX11
